Rosa is a Senior Consultant who has supported the water industry, water managers, chemical managers and regulators at the national and international level for more than 20 years. She specialises in water policy, monitoring and chemical regulation. She is passionate about protecting the environment and human health from pollution. Rosa joined RPA Ltd in March 2022 providing monitoring and evaluation projects for Defra, Welsh Government, European Commission and other clients to support policy development.

Rosa was Programme Manager of the Sensors for Water Interest Group from 2012-2022 and has a gained a good understanding of the digitisation of the UK water industry ('industrie 4.0) and has an established network of contacts with the key players in monitoring all aspects of water. She has written articles about water monitoring and management technologies for International Environmental Technology and Transform magazine; and about developments in chemicals regulation for the international news service Chemical Watch.

Rosa has worked in the private, public and not for profit sectors providing advice on the implementation of new policies and regulations. Rosa worked for the Water Research Centre (WRc), then Atkins as a policy analyst and then worked as an independent consultant from 2011 - 2022. She has been seconded to the Head Office of the Environment Agency multiple times to support the implementation of the Water Framework Directive and prepare an implementation plan for the national Chemicals Monitoring Strategy. She is an experienced programme and project manager, PRINCE2 qualified, with experience in managing stakeholder engagement/consultation, impact assessments, evaluations, regulatory or scientific literature reviews and analysing large water quality monitoring datasets.
